Anti-Animal Abuse Bill Stirs Emotions

A proposed law aimed at stopping animal abuse is causing quite a stir
in Indiana. Supporters of a proposal working its way through the
Indiana General Assembly say the bill would put an end to puppy mills.
Not everyone believes that is the ultimate goal. Plus, the proposal
may have some unintended consequences.

Illegal breeding, puppy mills and animal neglect are issues that
continue to surface in the Tri-state. Lawmakers are taking action
against animal abuse.

A law that would put restrictions on dog breeders is in the works. If
passed, animal abusers could be prosecuted. The U.S. Humane Society
backs the bill. However, The Department of Agriculture does not
support it. That's because the language used in the bill puts breeding
restrictions on "domestic animals" which could include live stock.

Ann McConnell with the Indiana Department of Agriculture says, "We do
support restricted breeding on dogs and cats. We support laws that
hold wrongdoers responsible for their actions. However, we will
continue to monitor legislation that could negatively affect farmers.”
